The UAE’s In-Country Value programme — and where Blue Line fits
The UAE’s National In-Country Value (ICV) Programme, run under the Ministry of Industry and Advanced Technology, rewards suppliers who manufacture, employ and spend inside the country. ADNOC has run its own ICV programme since 2018, and uses ICV scores when it evaluates tenders. The national Make it in the Emirates campaign builds on the same idea: products the UAE uses should, wherever possible, be made in the UAE.
Drilling and completion chemicals are a large, steady spend for every operator. As an ICV-certified manufacturer, Blue Line’s role is to make the core of that spend locally — weighting agents, brines and salts — so that ADNOC’s drilling programmes, and the contractors and service companies working for them, can buy UAE-made product with short lead times and local stock.

Barite is ground and tested to API 13A in Abu Dhabi; calcium chloride, KCl, industrial salt, defoamers and solvents are produced in our Mussafah plant.
A UAE supply chain
Our own FIBC jumbo bag division packs our products in UAE-made bags; our barite bulk tankers, silos and port operations move powders and liquids from plant to rig site or vessel.
Supply security
Stock held in Abu Dhabi protects drilling schedules from shipping delays and lets us deliver across the Emirates quickly.

Blue Line holds an In-Country Value (ICV) certificate. Local production, local jobs and local procurement — the outcomes the ICV programme rewards — count in our buyers’ tender evaluations.

Yes. Calcium chloride, potassium chloride (KCl), barite, industrial salt, defoamers and solvents are manufactured in Mussafah ICAD 1, Abu Dhabi, and our FIBC jumbo bags are made by our own UAE division. We also supply base oil.

How does buying UAE-made chemicals help In-Country Value (ICV)?
ICV measures how much of a supplier’s spend, workforce and investment stays in the UAE. Buying products manufactured in the UAE, from a UAE manufacturer, keeps more of the contract value in the country than buying imported goods.
Do you supply ADNOC projects?
ADNOC is on our client list. We supply drilling, completion and production chemicals to operators and to the contractors and service companies working on their projects.
Can UAE-made products be exported duty-free in the GCC?
Products manufactured in the UAE can qualify as GCC national products with a GCC certificate of origin, which lets them move between GCC Customs Union states without customs duty.
